Tyrannitron may be small, but he fits right into the general Dinobot theme: angry, snarling, barely-controlled fury in the form of a prehistoric metal monster. Sure, he can convert into a huge shrapnel rifle, but that means his partner Snarl is doing the actual destruction. Tyrannitron would much rather be ripping into the Decepticons tooth and nail on his own, thank you very much.
Note: The Action Master partner robots were given the "Targetmaster" classification retroactively by Dreamwave's More Than Meets The Eye profile series. Even though Tyrannitron did not actually appear in this series, every other "non-accessory" did and was classified as a Tagetmaster, so...

Tyrannitron is part of Ultra Magnus' crew on the Graviton. Apparently he eats things he's not supposed to. Huffer was given the task of watching him (unfortunately for Huffer, who chose to stay on the ship due to his low opinion of Earth) since Snarl was accompanying the crew in stopping Bug Bite, and they did not have time to look for Tyrannitron.
