Let me guess: this guy is a badass wandering samurai robot. He probably has a sword and is cool and collected and kicks a bunch of ass and knows kung-fu and doesn't afraid of anything. I don't think a 1-sentence character capsule provides sufficient basis to dismiss the character. Just because he sounds like something Pat Lee would think is awesome doesn't mean he'll be written that way.

Manta Ray already has a personality. He makes puns. Bad puns. (Which makes him the only G1 character to have any discernible personality at all in the comics.)
