They're actually both looking for characterization.
Let's see what you can see...

This article is in need of images.

Peacemaker is a Nebulan Targetmaster from the Generation One continuity family.
Peacemaker MTMTE

All we are saaaaayiiiiing... is give Peacemaker a chaaaaance.

Peacemaker is an upbeat, almost contagiously positive Nebulan police officer. He keeps trying to cheer up his Autobot partner Pointblank to little result. Pointblank doesn't feel the Autobots should have involved the Nebulans in the war to begin with, and so disapproves of his partner and his advice on principle. Those who know him, though, say that Peacemaker has actually made progress in improving the dour Autobot's world view. Not a lot of progress, mind you... Thankfully Peacemaker knows how to be patient, loves a challenge, and is firm in his belief that optimism leads to success.

Note: Events from the UK-only comic stories are in italics.

Peacemaker was one of a group of Nebulans who remained loyal to Galen after he, his associates and their Autobot partners were captured by Scorponok's Decepticons and, as a result, were declared criminals. They contacted the remaining Autobots to warn them of Lord Zarak's plan to take control of the Nebulan nurseries and, since the Autobots were without weapons, agreed to undergo a binary bonding process to become their Targetmaster partners, with Peacemaker being bonded to the acting Autobot commander Pointblank. They defended the nurseries from the Decepticons with their new abilities but withdrew when it became the battle was causing as much damage as allowing the Decepticons to act unimpeded. Brothers in Armour

Peacemaker, along with his partner and some of the other Autobot Targetmasters, was later captured by the Decepticons as bait to lure some Autobot Headmasters into a trap. However, the Targetmasters manage to escape during a battle with the Decepticons and Pointblank freed Peacemaker and fellow Nebulans Pinpointer and Spoilsport, who joined with their partners and helped defeat the Decepticons. Worlds Apart

With Fortress Maximus having assumed command of the Autobots and led them and their Nebulan partners to Earth, Peacemaker was among the group who headed off to rescue Buster Witwicky, the brother of Maximus' new partner Spike, from the Decepticon faction led by Ratbat and Shockwave. He accompanied Spike to meet his father Sparkplug and demonstrated the Targetmaster process to him by combining with Pointblank. Kup recommended the Targetmasters lead the attack on the Decepticons' base and Pointblank dutifully carried Peacemaker into battle, only to be beaten back by the Decepticons' defences. Peacemaker was part of a Nebulon resistance group battling against the Hive. When the Autobots, led by Kup and Hot Rod, arrived on the planet, the group were initially suspicious of them until they came under attack from a Decepticon detachment led by Cyclonus and took shelter together. The Rebirth, Part 1 When the Decepticons formed an alliance with the Hive and became Headmasters and Targetmasters, Peacemaker helped the Autobots even up the odds by becoming Pointblank's Targetmaster partner.
