Accusing other users of sockpuppeting without any proofs is not acceptable. From what I know such accusations are considered personal attacks on Wikipedia. There it even goes against the guidelines of the checkuser group to just randomly conduct checkuser investigations because of curiousity, whether one account is operated from the same IP address as others. A checkuser investigation should only happen if it is already very likely that sockpuppetry is occuring. However indeed all users are free to vote the user, of whom they think that he is the best choice for advanced user rights and previous bad experiences with users are a good reason to vote for another user with a better reputation. Remember that the same user can only be nominated once. Only in the second and third round every vote counts.
On last year's admin elections users should only have 100 edits at least when nominations ended. From what I remember Mandarin had less than hundred edits when they started. So those who have less than hundred edits still have several days to fulfil this requirement. On the one hand the requirements for becoming an admin should be higher, but on the other hand considering this wiki's situation we need enough participants.
